Licensees

Cosmetology is the professional skill or practice of beautifying the face, hair, nails, and skin. Cosmetologists are licensed and regulated in California by the Board of Barbering and Cosmetology. The Board works to ensure that cosmetologists follow State law and infection control standards.

Electroloysis is the permanent removal of unwanted facial and/or body hair by the use of a tiny needle or probe that conducts electric current. Electrologists are licensed and regulated in California by the Board of Barbering and Cosmetology. The Board works to ensure that electrologists follow State law and infection control standards.

Esthetics is the practice of giving facials, applying makeup, applying eyelashes, removing hair (by waxing or tweezing), and providing skin care, which includes microdermabrasion services. It includes beautifying the face, neck, arms, or upper body (from the shoulders up) by the use of cosmetic preparations, antiseptics, tonics, lotions, or creams. Estheticians are licensed and regulated in California by the Board of Barbering and Cosmetology. The Board works to ensure that estheticians follow State law and infection control standards.

Manicuring is the practice of cutting, trimming, polishing, coloring, tinting, or cleansing the nails. It includes, applying, sculpting, and removing artificial nails. In addition, manicurists massage and beautify the hands and feet. Manicurists are licensed and regulated in California by the Board of Barbering and Cosmetology. The Board works to ensure that manicurists follow State law and infection control standards.

A Personal Service Permit (PSP) allows licensees to provide limited services outside of licensed establishments if they meet certain requirements. Please review all information below if you are a licensee interested in obtaining a Personal Service Permit.

Note: Fingerprints are processed through the Department of Justice (DOJ), and applications cannot be processed until an approval has been received from the DOJ. Due to the fingerprinting requirements, the typical timeframe could be up to 12 weeks to process your application.

Live Scan Process (California residents only): If you reside in California, you must use the Live Scan Service. At the Live Scan site, your fingerprints will be electronically scanned and transmitted immediately to the Department of Justice and the Federal Bureau of Investigation for processing. Begin by following the instructions below. You must use the Board's Live Scan form, as other forms are not accepted. To request a Live Scan form, you may submit a request in writing via email to barbercosmo@dca.ca.gov.
