The Board of Barbering and Cosmetology regulates and licenses individuals and establishments in six licensing categories (barbers, cosmetologists, electrologists, estheticians, and hairstylists, manicurists). In addition, the BBC oversees apprentices and establishments where BBC regulated services are provided.

Certification Request
This form is to be completed and submitted when a California Licensee is requesting a copy of their license information be sent to another state. Applications for Certification Letter can also be submitted online at www.breeze.ca.gov. If you are requesting your license information to be sent to more than one state, you will need a separate application and fee for each request. The information on the letter includes your name, license type, license number, date if issuance, date of expiration, and if you were licensed by reciprocity. Information regarding when NIC exam were administered in California is also included. Letters are sent directly to the state requested and will not be sent to the licensee.

The California Department of Consumer Affairs may recognize a name change by an applicant or licensee if that name is now his or her legal name for all purposes and if the change is not made for fraudulent purposes and is not misleading to the public.

Esthetics is the practice of giving facials, applying makeup, applying eyelashes, removing hair (by waxing or tweezing), and providing skin care, which includes microdermabrasion services. It includes beautifying the face, neck, arms, or upper body (from the shoulders up) by the use of cosmetic preparations, antiseptics, tonics, lotions, or creams. Note: Fingerprints are processed through the Department of Justice (DOJ), and applications cannot be processed until an approval has been received from the DOJ. Due to the fingerprinting requirements, the typical timeframe could be up to 12 weeks to process your application.
Live Scan Process (California residents only): If you reside in California, you must use the Live Scan Service. At the Live Scan site, your fingerprints will be electronically scanned and transmitted immediately to the Department of Justice and the Federal Bureau of Investigation for processing. Begin by following the instructions below. You must use the BBC's Live Scan form, as other forms are not accepted. To request a Live Scan form, you may submit a request in writing via email to barbercosmo@dca.ca.gov.
